The main idea is that having already installed the Java Virtual Machine, you will be able any kind of Java mobile application.
I recommend to download PhoneMe JVM from https://phoneme.dev.java.net/, or better from https://phoneme.dev.java.net/downloads_page.html, or directly from here (phoneme_advanced-mr2-dev-bin-b34-win32-arm-wm5-09_oct_2007.zip) regarding Windows Mobile.
1. First you have to download this file and unzip it. You shall obtain the folder
/phoneme_advanced_mr2. You will change the name with
/phoneme.
2. Then you shall copy this folder to your Pocket PC on the root. Also, you can do all these things on your Pocket PC.
3. Then, you have to create in the root the folder: /middlet
4. There you shall copy a jar file from
biblephone.intercer.net, e.g. en1Bible.jar
5. Now, you shall edit a .lnk file named biblephone.lnk in the /middlet folder with the following content:
255#"\phoneme\bin\cvm.exe" -f "\midlets\biblephone.txt"
A sample of biblephone.lnk you can have here:
biblephone.lnk 6. Then, you will create the biblephone.txt file having the content:
-Xmx2m -Dmicroedition.profiles=MIDP-2.1 -Dsun.midp.library.name=midp "-Dsun.boot.class.path=\phoneme\lib\btclasses.zip" "-Dsun.midp.home.path=\phoneme\midp\midp_wince" -Dcom.sun.midp.mainClass.name=com.sun.midp.main.CdcMIDletSuiteLoader sun.misc.MIDPLauncher -midppath "\phoneme\midp\midp_wince\classes" -suitepath "\midlets\en1Bible.jar" -1 BiblePhone
A sample of biblephone.txt you can have here:
biblephone.txt 7. Now you have to run biblephone.lnk and the application has to run.
More details you can have from here:
http://www2.cs.kuleuven.be/~davy/phoneme/public/advanced.htm and from here:
http://www.cs.kuleuven.be/~davy/phoneme/index.php?q=node/10, where more downloads are available.

I recommend also
http://forum.ppcwarez.org/viewtopic.php?f=51&t=55666 , and you can download
Esmertec.Jbed.20080912.5.1.cab from here:
Esmertec.Jbed.20080912.5.1.cab This works OK on non-phone PDA only if two dll's from following package are coppied to \Windows directory (phone.dll, sms.dll) :

If this JVM doesn't work, I recommend Websphere emulator developed by IBM. The main page of download is at
http://www.ibm.com/developerworks/websphere/zones/wireless/weme_eval_runtimes.html I put an evalution file here at:
162032_weme572eval_pp_wm.zip, that in principle will work with Intermediate version.
Also, I found this page:
http://www.findmysoft.com/pda_mobile/WebSphere-Everyplace-Micro-Environment-MIDP-2-0-for-Windows-Mobile-2003-Second-Edition--1-Pack-download.html that might be useful.

Also, you can try EWE implementation of JVM from
http://www.ewesoft.com/Downloads/Downloads.html#_Toc105819897 Some downloads of EWE I put below:
Ewe149-CAB-PocketPC.zip Ewe149-CAB-PocketPC2003.zip Ewe149-CAB-PocketPC2003-HighResolution.zip -----------------------------------------
Also, you can check Windows Mobile phone has not JVM installed, than check the following address
http://cellphones.lovetoknow.com/Free_Java_for_Windows_Mobile_5 where information for download is supplied, or go directly to
http://www2s.biglobe.ne.jp/~dat/java/project/jvm/usage_en.html in order to download the JVM.
